Robert Lowery, First Black Fire Commissioner, Dies at 85
Robert O. Lowery, the city's first black fire commissioner who served at a time when arson-fueled blazes raged through the city's minority neighborhoods, died on Tuesday in Manhattan. He was 85 and had homes in Washington Heights and on the island of St. Vincent, his daughter Trudy Erwin said.
