William Beasley Harris, the husband of Patricia Roberts Harris, a former Secretary of Housing and Urban Development, died Tuesday at Walter Reed Army Hospital after suffering a stroke. Mr. Harris, who was 70 years old, was an administrative law judge with the Federal Power Commission. Previously he was a lawyer and also taught at Howard University law school.
